Florida is one of the ten states that did not expand Medicaid, which puts more pressure on the ACA marketplace for lower-income households. On the plus side, competition is strong — most counties have four or more carriers, and premium subsidies keep the effective cost low for most households.

Three things to know about Florida this year:

  • UnitedHealthcare returned to the individual market for 2026 after several years off. This is real news — expect more competitive Gold-tier pricing in metro counties.
  • Florida Blue remains the only PPO in most counties. If out-of-network flexibility matters, they're still the pick.
  • The coverage gap persists for adults under 100% FPL who don't qualify for Medicaid. Real, painful, and unresolved.
